Cundinamarca Prepares for Holy Week with the Implementation of Plan Vigía

As Holy Week approaches, Cundinamarca is preparing to welcome thousands of travelers. According to a report by Redacción Nación (2025) from Pulzo, the regional government is implementing the Plan Vigía, a comprehensive strategy focused on mobility, security, accident prevention, and technology to ensure the safety and well-being of visitors and residents alike.

Increased Security and Monitoring Measures

Jorge Emilio Rey, the governor of Cundinamarca, announced an increase in personnel on the roads, with 30 additional motorized managers facilitating vehicle flow, especially in high-traffic areas such as Bogotá-Girardot, Soacha, and the Mosquera-La Mesa corridor. "These points are critical during this holiday period," Rey stated, as reported by Pulzo (Redacción Nación, 2025). In addition, an advanced monitoring system using drones will operate in key areas for mobility and in locations prone to flooding and accidents. This technological system is essential for identifying incidents instantly and acting quickly in the face of emergencies.

Special Measures in Soacha

In Soacha, special measures are being taken to manage traffic in cooperation with the local administration, seeking to optimize both the entry and exit of vehicles. According to the governor, mobility personnel will be on the ground, a dedicated monitoring drone, and resources such as a crane and motor pumps to respond promptly to flooding or road problems. «We are committed to ensuring smooth transit for everyone,» stated an official from the Soacha administration.

Citizen Participation through 'Guardians of the Road'

An innovative aspect of the Plan is the creation of the reporting channel 'Guardians of the Road'. Diego Jiménez, Secretary of Departmental Mobility, explained that this channel will allow citizens to report dangerous attitudes or risk situations on the roads, thus facilitating the institutional response. «Together we can all contribute to making the roads of Cundinamarca safe,» Jiménez pointed out. Access to Mobility Data and Traditional Plans

Citizens will also have access to the 360 Portal of mobility data, a digital platform that provides updated information on average speed, weather conditions, and critical accident areas. Along with these initiatives, the traditional Exodus and Return Plans will be maintained, which include measures such as the 'Stop and Follow' system and the use of counterflow in certain sections, as well as restrictions for cargo vehicles during key days. The goal is to provide real-time information and implement proven strategies to manage traffic flow.

Restrictions on Cargo Vehicles

Resolution No. 053 of 2025 of the Secretariat of Contemporary Mobility prohibits the circulation of cargo vehicles on certain routes and schedules during Holy Week, with certain exceptions for emergency vehicles and other essential services. These restrictions are intended to reduce congestion and ensure smoother traffic flow during peak travel times.

Security and Prevention

The departmental government has ensured the implementation of a security scheme with 6,644 uniformed National Police officers, as well as more than 700 soldiers from the Thirteenth Brigade of the National Army, who will be fundamental to maintaining security and order during this period. «Our security forces are ready to respond to any eventuality and ensure the safety of travelers,» said a high-ranking police officer.

Call for Citizen Precaution

Authorities are also calling on the Municipal Risk Management Councils and citizens to reinforce precautions against any generalized emergency, taking into account climate variability and the large influx of people.
